(a) When a plant has plenty of water, the slightly hypotonic surroundings cause the vacuole to store water. The increased size of the vacuole influences the volume of the cytosol, thereby exerting a turgor pressure against the cell wall. (b) Under dry conditions, water is released from the cytosol into the extracellular medium. The vacuole also shrinks, because it loses water to the cytosol. Turgor pressure is lost. This causes the plant to wilt.
