This isn't as much of a chemistry question as it as a foundational neurophysiology question. Resting potential is independent of extracellular sodium cation concentration because the membrane is not permeable to sodium cations during rest. Only potassium is explicitly membrane-permeable during rest and is therefore the only ion able to contribute to differences in voltage in electrochemical equilibration.
