Which if the following is an example of a pragmatic solution to the problem of air pollution?

A)    Limiting pollution because it improves air quality according to environmental policy experts
B)    A liberal politician favoring regulation of manufacturers in the hopes that it will improve air quality
C)    A conservative politician favoring reducing regulations in hopes of improving the economy
D)    A belief that the market will protect air quality because of competition among manufacturers

This is for my political science class.
