What is the impact of the perception of political elites that most Americans do not know enough to form sound opinions on vital issues of the day?

A) Political elites, aware of the ignorance and low interest of the general public, may convince themselves not to give all of their attention to foreign policy.
B) Political elites, aware of the high level of political knowledge and high interest of the general public, may convince themselves to pay too much attention to public opinion.
C) Political elites, aware of the ignorance and low interest of the general public, may convince themselves not to pay much attention to public opinion.
D) Political elites, aware of the ignorance and low interest of the general public, may convince themselves to spend most of their time trying to spur public interest in politics.

This is for my political science class.
