So this is what is in my lab and I cannot understand where the answer came from, please help:

Kcat = Vmax / [E]
        = (100 umol/minxmg) x (1 min/60 sec) x (1mg/0.031umol)
        = 32.3 s^-1

I keep inputing the above equation into my calculator but I don't get 32.3 I get 53.76. What am I missing?

Are you sure you're using the correct molecular weight? What is the substance that you are calculating this value for?
