Is it possible to get a functional DNA from a dead mummy?

Not from mummies, but definitely from flesh that has been frozen, such as animals that lived in the arctic, i.e. woolly mammoths. Otherwise, DNA deteriorates, and given its delicate nature, it would be nearly impossible to salvage any functional DNA from a mummy.

If that DNA is used in cloning can we bring the mummies back to life?

You mean, use the DNA to create a clone? We haven't mastered that art yet, but theoretically it is possible.
