I know all metals except mercury are solids. All nonmetals except bromine are gases. I know how to use solubility table for salts to predict the state ..How to find for Hcl , H2O, Al2O3,NH 3 etc. Anybody has  rules defining the states of matter?

Knowing their states is based on experimental data. I believe a solubility chart can help you here...
