One mole of Xe occupies 22.4 L

You only have 10.0 L so the number of moles of Xe you have is 10.0 / 22.4 = 0.4464 mol

Now, one mole of anything has 6.023 x 10^23 particles. You don't have one mole but simply multiply 0.4464 mol by 6.023 x 10^23 to find the number of atoms of Xe.
