According to Woolfolk and Margetts, the most desirable approach to the 'language problem' in today's bilingual schools is to:
   teach children two languages
   employ monolingual educational strategies
divide students into separate language classes according to the primary language that they speak
try to make students at least semi-lingual in their second language

Isn't this how it is across North America?

I thought it was teach children two languages.

Bilingual education and immersion programs share this common underlying approach that two languages are used (in differing proportions and sequences) to teach regular, mainstream school content.
