It counts, like any other degree.
Most departments want or require 60 semester hours from an accredited college, in anything.
Your knowledge gained from your classes, and any practical experience, will help you as an officer. Police officers are generalists and all knowledge impacts their job.
Many departments require a bachelors (120 hrs) for promotion to sergeant or above.
In 2005 nationwide 44% of patrol officers had a bachelors, a little less than 6% had advanced degrees.

Yes you can, several degrees are applicable to law enforcement.  Though for several parts to the law enforcement necessitate further study.  

Say you are looking at a police officer position, you will need to make sure you attain the fitness required, as well as, a good knowledge of laws in where the job is as well as other areas of interest.  The use of a sociology degree will help in several aspects of the job.  (do note that several programs of sociology majors have law type classes in them those classes work in tandem with leanings toward law)

Now there are many types of law enforcement jobs available, and each will have different requirements, I suggest to look in the city where the enforcement is wish to be held and seek requirements at that location.

Now the final thing to note is that sociology fields are greatly related to criminology fields, and in each part directly relates to law enforcement fields.

Yes, law enforcement doesn't require any type of degree. It's more to show that you've applied yourself and achieved a long term goal sort of thing. Our department even prefers sociology and psychology degrees over a criminal justice or any other degree.
