A survey is being done to determine the environmental concerns of ontarians. Researchers interview 100 people from each ontario city with a population larger than 350k

basically i said that larger ontario cities such as Toronto are being underrepresented because the amount being interviewed isn't proportional to its size

i also said that populations of 350k are being overrepresented because the same proportion of people are being applied to populations larger than i million

will it be safe to say that populations less than 350k are being underrepresented or should I leave that explanation out entirely
