Fluorine has 9 protons. The number of neutrons can vary between 5-22, but the only naturally occurring isotope of fluorine has 10 neutrons.

When Fluorine is not bonded to another element, it generally has the same number of electrons as neutrons. So, 9 electrons. However, Fluorine can easily gain an extra electron when it reacts with other elements.

The atomic # is the number of protons.
The mass # - atomic # is the number of neutrons.
Flourine is in group 7 on the periodic table, meaning it has a charge of -1, 7 electrons in it's valence shell.
If you mean how many electrons TOTAL... that's the same # as protons.
Atomic # = # protons, # electrons.

In the box on the periodic table, the # on the bottom of the box is the mass #.
Atomic # is the # in the top left corner of the box.
