I know that they are both in the cytoplasm, so how do you describe the location difference?

The primary diference is that mRNA is produced in the nucleus, therefore its location changes if you look at the process of transcription and translation.  tRNA is only ever located in the cytoplasm.

In eukaryotes, mRNA migrates from the nucleus to the ribosome in the cytoplasm.  tRNA molecules are interspersed in the cytoplasm where they will be charged with amino acids and then move to the ribosome (also in the cytoplasm) during protein synthesis.
