Because the amylase enzyme is specific to the sugar-to-sugar bonds in starch.

Amylase is an enzyme. Starch is the substrate to which Amylase can bind. The active site of Amylase, where the starch is broken, has a specific shape and, as a result, only Starch has a shape that will fit into Amylase's active site, therefore it can only catalyze the breakdown of Starch.
