1) It is the amount of the substance required (usually per body weight) to kill 50% of the test population.

2) Yes, because these new chemicals could be harmful to the environment and can have unknown long-term consequences. The chemical may also be a contaminant with irreversible effects to animals that accidentally ingest it.
