The local hospital has joined with the county emergency management team to plan and conduct disaster drills on a monthly basis. This would be considered a component of which of the states and phases of a disaster? (See figure above.)

2 -- Healthcare agencies are the backbone for the emergency preparedness system and effective partnering enhances the quality and responsiveness if an emergency occurs. The nondisaster stage is the time for planning and preparation as the threat of the disaster is still in the future. It is the time for prevention, preparedness, and mitigation activities.
