What is the magnitude of electric force between two positive charges?
If they're close to one another (Note: there is no given distance), would the electric force be strong or weak?

Well number 1 depends on the distance that they are away from each other. (Yes if they are close to each other the electric force will be strong)

As partials go away from each other the force becomes weak.

F = (9*10^9)*{q1*q2/r^2] N, A very strong force of repulsion at atomic or higher distances occurs between them.  If distance is increased or if they become farther the force will become weaker.
