There are many thoughts about the hole in pen caps.
Some say the company made it purposefully to dry out the ink and make the user buy a new pen.

Another reason people say: Pen caps were one of the common objects swallowed by children which causes them to choke, thereby proving to be fatal. Since we all love putting the pen caps in our mouth, the hole was put in to allow passage of air in case the dreadful event happened.

BUT the actual reason is: The hole on the barrel creates the same level of air pressure inside and outside of the pen, allowing the ink to flow into the point. Also, The hole on the cap equalizes the pressure inside and outside, so that it will be easy to remove the cap.
