What determines a higher or lower electronegativity?

Electronegativity increases as you move across a period because the atoms gain more electrons which makes them closer to achieving the ideal octet. Along with gaining electons they gain protons that pull the shells/orbitals closer together thus demanding more energy to have an electron pulled away.
