Punishment is seen as a negative experience because personnel tend to watch for negative behaviors and overlook positive ones. This can lead offenders to have less respect for the establishment, which, in turn, adds to more negative behaviors and thus more punishment. Offenders will not strive to correct negative behavior if they are not recognized for doing so. This makes the correctional setting more difficult for everyone involved—inmates, staff, and administration—because of the pervasive negativity, poor behaviors, and lack of respect.
