Oxidizing agents cause an oxidation, therefore they are the ones that take electrons.

Nd3+ > Np

Oxidizing agents are almost always positive ions since the neutral atom will most likely not grab a hold of electrons as they are stable. Shown in the reactions, no neutral atom grabs ahold of electrons to create an anion (negatively charged ion) therefore no neutral atom acts as an oxidizing agent.
