The standard modern position of governments, as described by Finnis, holds that
 
  a. people should be free to do as they wish, so long as they do not harm others, and the
  state should take no stance toward private behavior.
  b. the state should not control private, adult, consensual behavior, but the state may
  attempt to shape the moral environment and moral attitudes and beliefs.
  c. the state has no role whatsoever in the area of morality, and must confine itself
  exclusively to issues of legal rights.
  d. the state should be absolutely minimal, and should not do anything that is not
  essential for the functioning of society.
  e. the state should follow international laws and universal principles in setting its rules
  and policies.
