There must be a suitable combination of surface rocks and water. Carbonate rocks (e.g. limestone) are absent in some places so that the relatively non-soluble rocks will not form karst. Even where such rocks are present there must be plentiful moisture (e.g. a humid climate) so chemical weathering can proceed quickly.
