Implementing the meritocracy system beginning in 221 B.C.E. made the Qin army the strongest in China because
 
  a. Only soldiers and officers from the royal family held positions of authority.
  b. Qin soldiers were executed if their performance in battle was deemed dishonorable.
  c. No man could advance in the military if he came from a dishonorable household.
  d. A soldier's family was held accountable for his actions in battle.
  e. The chance to win promotion was a strong incentive to fight well.
