Theatre has an actor who portrays a character. A priest, on the other hand, may be performing a theatrical and dramatic ritual but is not portraying someone else. Theatre is artificial. Also, theatre usually has a story with conflict, which is the key to all drama. Many religious rituals have a prescribed order of events, but they do not usually act out a story that includes scripted conflict.
