The line-spread test measures the flow of a liquid based on the spread of a measured amount of sample over a given time. This gives an indication of the apparent viscosity of the liquid, but is not the true viscosity. A viscometer measures the true viscosity of a liquid by measuring the rotational resistance or capillary action.
