Why does Nielsen dismiss the necessity of divine punishment to motivate moral behavior?
 
  a. God doesn't really exist.
  b. The government can also perform the role of punisher.
  c. God will probably forgive our wrongdoing.
  d. History shows Christians haven't behaved better than anyone else.
