1, Define and elaborate on the components of credit claiming, which involves enhancing incumbent standing with constituents through service to individuals and the district.
2, Explain that credit claiming may be accomplished through elaboration of one's policymaking record and pork (district level) or through casework (individual level).
3, Illustrate the point by explaining that it is often difficult for a politician to demonstrate personal responsibility for major policies. Moreover, taking sides on policy usually makes enemies as well as friends. Bringing direct benefits to a constituency through casework or pork is often more effective when policymaking records are less emphasized.
4, Argue which strategy is most effective and explain why.
