Because cabin pressure is regulated to mimic those on land, fish would survive within tanks inside an airplane. It's a matter of maintenance that prevents major airline companies from using them for aesthetics. Most airline companies are doing their best to cut costs and increase profits. In other words, they're rather install another passenger seat than dedicate it to fish.
