1st stage would be the first part of the pathway leading to some compound, that is shared with (or common to) other pathways.

2nd stage is a part of the pathway that is specific only to that compound, and often starts with an enzyme that is highly regulated, usually by feedback inhibition by the end product. The enzyme that starts the second stage acts as a gate, controlling the flow of the metabolites through the pathway.
