Title: Why can't the maximum initial reaction rate be reached at low substrate concentration?

I have been trying to research this and can't really find information that helps me understand this question.

Because at low substrate concentration there is not enough substrate molecules to saturate the active site of the enzyme and so the enzyme will not be working at maximum efficiency.
