nucleic acids (DNA) cause inherited characteristics but Mendel didn't know about that yet, so I think the answer is either genes or alleles.

Mendel did not address the cause of inherited characteristics.  Rather, he elucidated how the traits were passed from parent to offspring.  His idea is known as the discrete packet model of inheritance.  Mendel showed that traits were discrete entities that remained discrete in the offspring (we now call these entities genes).  He had know way of even guessing at what those packets were made of.  The role of DNA in inheritance wasn't discovered until the 1940's by a pair at Cold Spring Harbor named Hershey and Chase.
