Talking on cell phones in public places such as restaurants may not impose the same type of safety concerns as talking on the cell phone while driving but it can be an annoyance to others in the restaurant.  Critique the efficiency of the following two policies for this externality:  a tax on cell phone calls or a ban on talking on cell phones in public places such as restaurants.
