These provisions mean that
A) state governments can sue each other if a citizen in one state moves without paying his/her debts. B) citizens can file for bankruptcy only in federal and not in state courts. C) one could no longer escape legal and financial obligations in one state by moving to another. D) only the federal government can go in debt.
