Picture this as an analogy, a factory making hand grenades, but they don't produce them with a pin to prevent explosions. That factory wouldn't stay in business very long.

A cell may store an enzyme in an inactive form in order to protect the cell.  For example, the active form of the enzyme could have "destructive" functions and an always-active enzyme like this might be destructive to the cell.
