Title: How do a capacitance meter measure capacitance and D-factor?

Does it measure impedance, current, or time constant, etc. then uses that value to compute for capacitance and dissipation factor?

All those things, in different meters.

Capacitance equals current over volts per second.
C =  I/V/s
For precision small capacitance values the meters are usually analog, and hold the volts per second constant while measuring the current, which can be measured at high speeds more easily than volts/second
