The delegates to the Constitutional Convention felt they did not have to worry about preserving individual rights due to each of the following reasons EXCEPT
A) they were constructing a limited government that could not threaten personal freedoms.
B) every state had its own bill of rights.
C) they dispersed power so that each branch or level could control the other.
D) they included a bill of rights in Article V of the Constitution.
