Title: In eukaryotic cells, is DNA permanently bound to proteins?

I know that whilst DNA is condensed into chromosomes, it is associated to proteins, but how about when it is not condensed?

Still associated with histone proteins when it's simply chromatin too, so yes it is permanently  bound
