His team and others may have had more to do with the production, I'm not sure, but how was most of the chlorine produced? Electrolysis?

Its not easy to find out; however well befor WW1 there were several established methods of producing chlorine gas in quantity.  I'd guess mercury cell electrolysis of NaCl
