The first stage is the initial unrest and agitation stage. During this stage, people are upset about some condition in society and want to change it. Leaders emerge. Most social movements fail at this stage because they are unable to gain enough support.
The second stage: Resource mobilization, meaning the mobilization of resources.
Third stage: Organization, a division of labor is set up.
Fourth stage: Institutionalization, here the movement has developed a bureaucracy.
Fifth stage: Decline and death, managing the day-to-day affairs of the organization dominates the leadership and the movement eventually withers away.
