Title: How can the bond polarity in CCl4 be polar while the molecular polarity is non-polar?

Please explain. Also, how do I determine the polarities for the bonds/molecule separately using electronegativity difference (I know C is 2.6 and Cl is 3.2, but how do I use these numbers?)? Thanks.
