Weather refers to the state of the atmosphere in the short term at a given location whereas climate is a description of aggregate weather conditions based on observations over many decades. It is not simply the average weather for the location because climate is based on more than just atmospheric changes, but also changes in the hydrosphere, cryosphere, geosphere, and biosphere.
