No. It MIGHT be something like that but you have to do some research or ask around. Sometimes it is just cheaper to live in other states/areas because of job % or surplus of supplies etc. etc.....

If you see a listing for a really cheap apt or house that you know is in a dangerous town than yes it is priced low because of the neighborhood. I honestly would pay more just to be in a safe area. Some people don't care though. I guess if its really cheap you could live there and just invest in a really good security system and a crazed dog.

If your talking about a city , town or state it is most likely due to the economics of the region. If your talking of a district of a city or town it may be due to low income rentals, poor transportation, lack of schools etc. Thats where you have to do your homework.
