Why did the United States resist becoming involved in World War I until 1918?
 
  A. The military was relatively weak at the time and not ready for combat.
  B. There had not yet been an attack until late 1917 that killed American civilians.
  C. The general public was opposed to the war and heavily lobbied Congress to stay out of it.
  D. The country had roughly equal levels of trade with Britain and Germany and did not want to rock the boat.
