Transnational organized crime is a conspiratorial activity, involving the coordination of numerous people in the planning and execution of illegal acts or in the pursuit of a legitimate objective by unlawful means. An offense is transnational if: It is committed in more than one state or nation. It is committed in one state or nation but a substantial part of its preparation, planning, direction, or control takes place in another state or nation. It is committed in one state or nation but involves an organized criminal group that engages in criminal activities in more than one state or nation. It is committed in one state or nation but has substantial effects on another state or nation.
