When can a correctional institution segregate inmates?

In the past, prisons were separated based on race. Today, segregation is only allowed if a prison administrator can prove that there is a compelling interest in prison safety. There are risks in not separating races when there is high tension or issues between two or more races within the prison. When safety and security of a prison is at risk because of racial tension, it may not be a bad idea to segregate people from one another.
