When a molecule moves from a concentration of 10-4 M to 10-2 M, is the process
spontaneous, at equilibrium, or does it require an input of energy?

It requires an input of energy.

Yup, notice the molarity becomes more concentrated, 10^-4 to ^-2, hence it's going against the concentration gradient.
