You've got to check this out! This company specializes in making robots that are similar to humans. They've almost mastered the walking motion. The problem with swimming bots is weight; aluminum will not float in water, especially if it has a lithium ion battery pack.

Yes, but I don't see that happening given that metal is heavy, and so are lithium ion batteries.

Only then is it possible.

Mind you, boats and submarines are also considered "robots". They don't function without a pilot, but they still fit the category of robots/machines.

What's your definition of robot?
