Is it possible to create animated gif image for Robots representing different countries swimming races of different categories in Olympics games?

Of course, but are we speaking of an actual robot swimming or one that has been animated digitally using adobe software (e.g. adobe animate or adobe character animator (https://www.adobe.com/products/character-animator.html)), for example? I've yet to see an actual one swimming, hence it'd have to be created from scratch. Mind you that using these programs would require a lot of experience, of which I don't have unfortunately.

Is it possible to create video (.swf,.avi) formats for the above requirement?

Once the animation is made, it can be converted to any format you like. Except SWF is no longer supported by browsers, you're better off using MP4 or AVI.

Yes, you can download it for free for a limited time before it expires. You'll need to use tutorials online to really understand the way it works. Keep in mind the program has tons of functions, so it'll be a steep learning curve at first. If you have the time, why not? ;)
