Do vitamins put in shampoo really work?

As far as I studied that Hair is made up of dead cells and as soon as it leaves the scalp it dies. So technically The hair is already dead, and won’t really absorb or react to anything you put on it. However, a lot of shampoo brands imply that the various vitamins they put in their products help make hair healthy and shiny and these shampoos are approved by the FDA.
Does that mean that FDA is actually a lie.

No, they definitely don't. Vitamins need to be absorbed by the intestines. Vitamins can added to anything, there aren't any regulations.

Gimmick, unless anyone can provide a verified source.

Their products contain real vitamins, except they don't do anything
